A sputter can be caused by bad plugs, plugs that are too cold, or plugs that are too hot. Also, cylinder compression could also be the culprit as well. Also, bad TPS or fuel pump or fuel filter could be at fault. On newer cars, it could be anything. Your check engine light will not come on unless an emission component fails.

Don't overlook the throttle position sensor. My son and I fiddled with his Shadow forever because of missing at cruising speeds (it idled perfectly) and lousy fuel mileage. A new oxygen sensor helped on the mileage but didn't cure it. Other things here and there helped a little, but the major culprit ended up being the supposedly ok TPS. I've found electrical components may check out ok, but the only sure way is to swap with a known good one.

To add to the other good answers, yes the coil pack could be the culprit although it is likely to turn the check engine light on as well as the plugs. A miss fire is emmisions related. It's not likely to be a TPS as that usually causes a bad idle although I've seen stranger things.

The advice on the plugs is a good one. I have a 2003 neon and had a splutter, sort of a hickup periodically. It ended up being a sparkplug.
