Other than that, our officers usually lift prints, but the chances of catching the suspect are slim to none unless you saw them do it, or if their prints are already in AFIS. Without a lead, its hard to make an arrest.

There are several factors that may influence the decision. If the 'suspect' is caught at the scene, fingerprints are not necessary. They only prove the person was present. They will also consider the likelihood of finding usable prints, and if finding them would aid the investigation and/or prosecution. If someone robs a convenience store and the security video clearly shows they never touched anything, there is no point in dusting for prints.
In short, they only dust for prints if they think it is worth the effort.

it's harder than you would think to get a usable print. If you got fingerprints you'd be amazed how many different "donors" you would find on a common surface such as a car , a table, a door. imagine trying to manage between 1 and 25 different suspects from one minor crime it can lead to a large expense to taxpayers. unfortunately you have to save those resources for the more major crimes (rape, murder, etc.)
