How come 99% of the gangs are black/hispanic and not white?

this is a sociological question, not racial unless you make it so.

question stays here since it is a big problem for law enforcement and as for efnw, that is no excuse at all

ok,ok I picked 99% out of the blue, but its got to be pretty damn close and this is not a history lesson, so the gangs of the 30's and 40's dont count

Sociologically, gang bangers come from broken homes, or unwed mothers, or teen mothers. So, when you put all that together, you can also ask the questions:

How come 99% of teen mothers are black or hispanic?
How come 99% of unwed mothers are black or hispanic?
How come 99% of children that grew up with only one parent are black or hispanic?

Generations repeat themselves, and problems that go on unfixed don't get better on their own.

I don't really think that the percentage is 99%, but I would venture to say that it is 75%. Good question, you're getting a star.

I would venture to guess that it is due to the simple fact that whites don't yet feel the need to be in gangs for protection from government agencies & community leaders. The "good old boy" network is comprised mostly of whites that support & assist other whites & exclude most blacks & hispanics. I'm gonna take some flack for saying that. It's simply an observation from serving 54 years on the planet & seeing many things change & some things staying the same!

There are a myriad of reasons why inner-city gangs are predominately African-American or Hispanic. One theory that many criminalists and sociologists proscribe to is the "Concentric Zone Theory." In essence, the theory purports that in major metropolitan areas more crime will occur at the city's center and that less crime will occur the further away from the center you are. Couple that with respectable data linking a high predominance of African-Americans and Hispanics in the "inner circles" of major cities and thier involvement in gang activity as a means to protect themselves with a group mentality and you get a fairly logical reason.
