It's fine to leave it off your resume, and actually you don't normally include reference names on a resume. If a potential employer wants references, he or she will ask for them. If a job application has a space for references, fill it in.

References don't necessarily have to be former employers, they can be someone unrelated to you who has known you for quite awhile - maybe a former teacher, pastor or the parents of someone you babysit for.

It isn't necessary to put references in your resume. And I bet you have more references than you think. How about that nice old lady down the street that you mowed the lawn for? Or your favorite teacher? Or your best friend? Companies don't just want professional references, they also want to talk to people who can tell them what a nice, helpful, intellingent person you are. Be sure and let these people know you are job hunting and would like permission to give their names to potential employers. They'll be flattered that you asked them.

You can leave it out without a problem. If they need references they will ask for them.
