Teenagers, Go with the big closet (all those "just-gotta-have" clothes, you know). Pre-teens, go with the bigger room (Lots of toys and treasures). Toddlers, doesn't matter.
Just my humble opinion but I did raise two girls (and two boys).

It depends on how old the girls are. If they are small their clothes don't take up so much room but if they are older, a small closet won't work. If they are small and you know you will be upgrading to a larger space at some time, it should work out for the bigger room for them to play in. You can also find more creative ways to use the space for additional storage.

excuse me; these are girls. you are wondering if they will need extra closet space? Are you their father?
To be serious, of course, the extra closet space; and put organizers in that closet so they can each have their own side. that way their little room will be big enough for the bed and desk chair they may need.

You don't give their ages....the younger they are the smaller the room..........if you have lots of drawer space, I would go with the bigger room, and s,maller closet...
