This is a tough issue right now, since the congress did not pass the immigration reform last month. However, the only alternative I can think of, is that she marries a U.S. citizen. It is not an easy process, and is very long. First she has to get a work permit, and keep renewing it each year for many years until there is an opportunity to apply for legal resident status. Once she obtains a Resident Allien Card then she has to wait 5 years to apply for U.S Citizenship, and that is the end of the story. If she is has a job at this time I would recommend that she start filing her taxes each year because that may be the key for her to apply for a legal work permit when the congress decides to pass a new immigration reform.

she will need to reenter the US legally! That is of upmost importance, or she will never be able to become a citizen. she can come by marrying a US citizen, or getting a work visa (although work visas only last for a few months). To become a US citizen she needs to get a greencard which will make her a U.S. citizen, however she will never be able to be president of the united states. other than that, she will have, i believe, the exact same rights as everyone else. It is done through the government. i really don't know who to call. Try your city hall and see if they can put you in touch with the right people. be warned, getting a greencard is a long, difficult, and complex process. you must first apply for one, then wait and wait. Many many people apply, so this can take a long time. she will go through classes, learning about our government, legal system, and culture from the bottom up. she will need to pass many different types of tests. again, dont expect this to be quink or easy. most people who have a greencard end up being more politically aware, and knowing more about our government than many US citizens. she will need to memorize everything from your local senators and representatives, to the different cabinets in the white house, to the names of the president and vice president (these are just examples). Be prepared for long waits, and many many nights of studying.

If her country is eligible for the green card lottery, she can apply for that. Their web site specifically states that they accept applications from people in the USA illegally. If not, she's in a tough situation.

I'm mature and I'm compassionate. I'm also here to tell you there's no way to do it unless her original entry into the United States was legal. If she entered illegally, the first time she came here, there's no way to get legal without returning to the country from which she came.

You know the answer to this one, I am sorry to say but she is illegal. She could either return to her home country and apply for the correct visa to enter the USA.
She could get married to you. Both options are not guaranteed to be successful. At the end of the day.

I hate to sound mean, but I have no sympathy. She is illegal and needs to go back and apply for re-entry. Allowing her to stay means allowing all 20 million to stay and we have way too many illegals here.
Many people wait years, even half of a lifetime to get here legally. We cannot reward cheaters.
