Not strictly. Disabled (handicap) parking in the USA is much more strictly controlled, policed & respected than here in the UK, where any empty space is fair game for every lout or lazy shopper. Park in a USA handicap space without a badge & you're very likely to get a $250 fine within minutes. Most Americans just don't abuse it or chance it.
However, my personal experience on several trips to the USA, inc. California, are that you will be ok to park, displaying your badge in the blue folder hung from your rear view mirror; Americans do it like this if their car number (license) plate doesn't have a blue badge embossed. Your badge then looks remarkably like their badge and you are unlikely to be challenged.
American handicap parking is plentiful (esp. California) so while you're not strictly within their rules you're likely to be ok.
Every state in the USA issues their own handicap parking badges only valid in that state, not USA-wide.

If you don't know the answer, its best NOT to 2nd guess and lead folk down the wrong track. The EU Blue badge is widely accepted outside of the EU (eg Switzerland, Norway and lots of others).
I've applied for a temporary placard (90 days) in California from DMV with my local GP certifying (after agreement with California DMV in Sacremento and all for a $6 fee - as early as 2001.
I was also able to get a Regional Transit Discount Card (RTC) for $3 to allow me discount rates on transit in the bay area. Though I had to speak to Muni (San Francisco transit authority) in advance.
In subsequent years, applying in advance via DMV in Sacremento made it easy to obtain a temporary 90 day placard for $6 just on production of my EU badge.
California changed its law Jan 2005 to allow foreign issued badges, this being in Vehicle code vc22511.5 I was advised to quote this in case of any problem as all law enforcement would know this. I also displayed this alongside my badge.

In 2009 I was able to obtain a disabled person placard by post from Florida DMV, which I subsequently used in both California and Hawaii.
Though, I agree that it would be worth your while contacting the main DMV office for any state you wish to travel (email so you have a record). As far as I am aware, a placard issued by any state is valid in other states, though you should check.

Hi, contact the issuing office they will tell you where in the world you can use it some countries do allow them to be used outside of the uk,believe it or not they CAN be used in dubai, i hope this helps you.

go to the california state website and get the website for the department of licensing. (DOL) they will be able to tell you if you can use your disabled badge in their state. see below..
