My freind plays all the time but has never won and he thinks that people who earn over a certain amount shouldn't be allowed to play the lottery. That way, the people who win would be those who truly need the money. First time I've heard that idea. Do you think that would be a good lottery policy? Why or why not?

The fact is most lottery money are coming from people who need the money. If you are rich, why would you play the lottery? So, there is no need to enforcing this rule at all.

I do not think that there should be limitations on who can play the lottery. Also if there were limitations enforced the prizes would not be as high due to the fact that less people would be able to participate. I know here in Texas the Texas Lottery donates a lot of money to education and if certain people couldn't play it would also affect how much money could be donated.

The state lotteries are gambling. The lottery is run for very diffrent purposes then helping one poor person out. A lot of the money funds education amongst other things. The upper income folks probably play just as much...and it would reduce the prize pool to exclude them.

Besides the nightmare of enforcing an income limit, this would reduce the profit the government receives. For the most part, lotteries fund a lot of social programs. There should not an income limit.

Why should there be?
If you have $1, you should be allowed to play.

The lottery isn't welfare.

If anything, poor people shouldn't be allowed to play. They will blow $100 thinking, "Wif dis manny tickets, I gots ta win!"
