It is a type of infection, either "tinea cruris" (fungal infection) or viral infection (I need to see the photos to decide the real cause). The source could be from sweating, insects, swimming pool, sex, masturbation or dirts etc. Washing too often may cause high sensitivity and make problem worse. After gentle cleansing, use lavender water for anti-bacterial, sandalwood water for anti-fungal. Both are good for sensitive areas and stopping itches. spray on for 3 weeks. The problem should be solved. The aroma water should be from natural source and with the concentration 0.1-1% of essential oil. Do not use alcohol.

Aside any STD....in which case it will all fall off in a week or so anyway.
Keep yourself clean and dry and wear loose fitting clothes. Use some talcum powder. It will clear up quite quickly. Its probably a heat rash.

It's probably just a heat rash or from sweating. Use a hydrocortisone cream and all shall be good. It's cheap and very safe/gentle.

Hydrocortisone ointment is in order. Sounds like a rash. If it does not get better in a few days, see a doctor.
