Iran was neutral, in that they did not have a seat on the UN Security Council at the time, so they did not participate in the Security Council's decision to issue a resolution under Chapter Seven of the UN Charter and create a Peace Enforcment Mission to expel Iraqi troops from the Emirate of Kuwait. However, they did give safe harbor to a number of Iraqi pilots who flew into Iran with their aircraft to avoid being killed by the forces of the peace enforcement mission.

Iran was neutral, and took so many Iraqi refugees,,, and about 400 of Iraqs best jet fighters, who landed in Iran to hide from the allies bombings.... as Iran kept those jet fighters till that day.
