They are generally required to follow the same rules as anyone else. Of course, they MAY be responding to a call that you don't know about. That said, how many times have you seen ANYONE pulled over for going 5 MPH over the limit.

Not only are police officers expected and required to follow the law like the rest of society, most departments have an internal policy against speeding because they have to constantly deal with complaints from the public when they spot an officer speeding down the road.
Usually the punishment is nothing more than a slap on the wrist and admonishment from the supervisor, but cops can get in trouble for speeding when it's not part of their official duties. (Regular street patrol doesn't count).
More interestingly, other departments have the authority to stop and ticket officers who are caught violating the laws in their jurisdiction! While it's rare for one cop to cite another, especially when both are in uniform, it is perfectly legal.

No. Most of the officers around here don't, but I've seen a couple that do. They're supposed to obey the laws just like the rest of us unless they're responding to a call or in pursuit of a suspect...

Whether they should or not, they very frequently do.
I would be against restricting it by law simply because you are starting to impede an officers options for catching people.
I wouldn't want a cop busted because he didn't meet some "official requirement" for a call being urgent.
Police officers have very tough jobs as it is.

Depends on the reason. Speeding to a call in necessary! However, for personal reasons no. But like any job there are unwritten perks that one gets.

i think that officers should have to follow the same rules as everyone else, unless, as you mention, there are work-related circumstances that require them to speed. the same goes for talking on their cell phones (it's illegal in my city now, but i see officers doing it all the time; i'm pretty sure they have walkie talkies in their car for work stuff, so why are they talking on their cells?).

They cause way too many accidents. They abuse the law. Police officers should be charged with reckless endangerment if they chase someone. I have seen many many police chases that have ended with innocent people being injured when police think they have a situation under control.
