Sadly, yes. Often, there are other conditions attached, like a certain GPA and such, but the most important part about these kinds of scholarships is that they are often closed off to other races, especially whites and asians, making them effectively a racist vehicle for advancement. I am hispanic and I'd rather be dead than accept this kind of insulting charity.

This was an action taken by the council of Hispanic students advisory to protect your chance. The problem raised from the Persian American students who infiltrated the Hispanic students union and started receiving a lot of funds and scholarships as Hispanic students. A lot of young Hispanic people never made it to universities but "Persians" do because of the loop holes they do know and most of them came to the US with existing education (parents) and money they stole from their country of origin which gave them a better chance. Just look at the Hispanic students union and you will always find a covert Persian there. Hispanic is not a race it is a culture. I do agree with them asking you to prove it so the covert Persians won't be able to steal your chance.

They were created to help the hispanic commuity to attain higher education that statisticall they would not be able to afford on their own.

No. But there are scholarships out there just for hispanics. It doesn't mean you will get it just because you are hispanic. They take in other factors like your gpa, community services, extracurriculars, etc.
