"Practice makes perfect." You'll still have your raw talent, but you won't be perfecting it.

It is really important to practice. The vocal chords are muscles, and if you don't keep them trained and limber, they lose their resilience. This is why people with not-so-great voices can learn to be better through practice. Anyone can improve because you can condition those muscles (among other things) through practice. The diaphragm is also a muscle, and you need to keep it toned and in control. If someone has a huge talent, I don't think they will be totally tone-deaf without practice. They could probably return to the same level, or at least close, if they decide to practice again.
One more thing to keep in mind ~ age has something to do with the sound of your voice as well. Even great singers lose some quality of sound as they get older. If you have a great singing voice, the time to use it is NOW.

If you don't practice, your voice loses range because the vocal chords get lazy.
In the extras on Princess Diaries 2, Julie Andrews expressed her concern about being able to sing because she doesn't do that anymore. The song they had her do was a very limited range (nothing like she sang in Mary Poppins) because her vocal chords were out of shape.

I have a HORRIBLE voice at BEST and therefore do not sing. I would suspect however that the voice like any other musical instrument takes practice to use efficiently. I would say that, to some degree ,yes, you lose.

You won't lose it, you'll just basically go from singing Opera type music, to singing mary had a little lamb if you don't practice enough. Did ya get my analogy?

I think with most things, it is more of a skilled than a talent, and you need to drill it. You always can forget things if you don't do them enough.

You might get rusty, but you never lose talent if you have it to start with.
