It depends on what type of snapper your fishing for. If your fishing for Red Snapper or Vermillion snapper usually hit good during the summer months. Most can be caught using standard cut bait or squid using a bottom rig. If your fishing for Mangrove Snapper or sometimes refered to as Grey Snapper, the best time to go is at night time during the full moon using live or cut bait.

I used to go out on a midnight party boat out of Islamorada, Fl for red snapper. We used to have a blast. They would hit continously throughout the night. Just about anytime of year.

If you mean baby bluefish, snapper season reaches its peak right now in early September.

I usually catch the most when it's cool early morning on incoming tide. Pull up to a buoy and drop our line down with live shrimp- bounce it off the bottom a little bit and there ya go :)
