Every Week is Tax-Free Shopping Week in New York City. In the past, New Yorkers had to wait for special tax-free shopping weeks twice a year to avoid paying city or state sales tax on clothing and footwear items under $110.

Then, in September of 2005, New York City permanently eliminated the city sales tax of 4% on clothing and footwear purchases under $110.

In April of 2006, the state of New York followed suit and repealed its portion of the sales tax on these items. The result is that the five boroughs of New York City are the only counties in the state of New York that charge no sales tax on these purchases.

Another source says:
The twice-yearly week-long holidays found New York state removing its 4 percent sales tax from clothing and footwear costing up to $110 per item. Dozens of local governments covering most of New York usually followed suit, leading to a 0 (zero) percent sales tax for those items throughout much of the state, during the late-summer and January events.

Instead, New York’s 2006-2007 state budget removed the state’s 4 percent levy 365 days a year on clothing and footwear costing up to $110 per item. According to the state’s Department of Taxation and Finance, 13 counties and the entire City of New York have joined the state in the everyday exemption.

Check like it says above, all that I have heard of is tax free on school supplies and school clothes the week before and the first week of school.
