I have a green card that has no expiration date. I got it in 1979 when I was adopted by an american and bought to the states. Do I fill out the I-90 form or the I-551 form. I can't find the I-551 form.

You need to fill out an I-90 which is the application form to replace your existing green card. You can down load it from the uscis web-site (www.uscis.gov).

You could probably really benefit from the advice of an immigration attorney. You may be or be just a few pen strokes away from legal citizenship.
