Depends on where you live, and what kind of construction you use. If you don't put in windows, wallboard, insulation, paint, flooring, plumbing, airconditioning, heating, and just install the very minimal electrical, you can build it for about $12,000-$14,000.

Of course, if you don't hire a builder and you have all the tools and do all the work by yourself, you can save a considerable amount of money. I wouldn't recommend it unless you are an accomplished carpenter. You would make more money working at your own trade or profession.

I'm in Australia so prices might be different. I used a product called Hebel Blocks (Aerated Autoclaved Concrete) for my house and I'm building a garage.

The sound qualities are excellent and I'm looking forward to blasting my guitar in the garage! (You can even buy Sonic insulated blocks).

My garage will cost me $7500 to build by the time I finish it myself (this is about $6500 in USD). That includes two windows, side door, garage doors and lining on the ceiling only with a pitched, trussed Colorbond (metal) roof.

Contact one of those places that sell the prebuilt buildings.
Garages, garden sheds, utility buildings.

A few phone calls should give you a price. I would guess 8 to 15 thousand dollars.
