I was just wondering,I keep this dog occationally for my neighbors and thats what he looks like and his hair is so stiff feeling.

The dog on the Wizard of Oz is a cairn terrier. Most terriers have a wirey coat and the hair should have that rough "stiff" feeling.

Toto was a Carin Terrier. All terrier's hair is stiff and wirey like that, unless you start having it shaved, rather than hand stripped, that will soften the coat alot.

Cairn terrier.
That stiff rough coat is the proper coat for that breed, and many other terriers.
