I having extreme difficulty with downloading and extracting available Photoshop Elements torrents, so I figured I would find a replacment program. Is there a program that is exactly the same as Photoshop Elements?

No, there isn't. Elements is a stripped down version of PhotoShop CS3 and there is nothing quite as good as it.
A free alternative, also a good program is gimp.
Download at www.gimp.org - although it has a two step install process which is sort of a pain.

Perhaps do as I have. With Windows Explorer (Computer) go to C:\Program Files(x86)\Adobe\Photoshop Elements 8.0\ and look for PhotoshopElementsEditor.exe. When found, right click on it and Send to... Desktop (Create shortcut). Launch or open from that icon on your desktop. You can do the same thing with the Organizer. Go to C:\Program Files(x86)\Adobe\Elements Organizer 8.0\PhotoshopElementsOrganizer.exe.
