Can't you get the complex managers to do something about it? Failing that, club together and buy a clamp. You don't even need to let him see who does it.
Put a notice on warning him of your intentions, if he persists put the clamp on one night and release it a week later-again at night. I think he'll get the message.

You might want to ask the police for guidance on this situation. He might be trespping on private property so the apartment complex might have a action against him. But before any legal action try a quite word and if that fails then take legal action

Are there any signs in your parking areas stating that the parking privileges are for tenants of your complex only? If so perhaps you can get his car towed for parking there and not being a resident.

There has to be something illegal about this. Speak with the building manager. With a plate number your should be able to get an address. I'd send a registered letter telling him he is parking illegally and if he continues, he will be towed at his own expense.

Get in touch with your management company, if its private property they usually have a clamping or removal policy. If its not private property then there is nothing you can do, he pays road tax the same as everyone else and therefore can park where he likes!

Report him to the local council as it's private land for the people in the apartments only. He can be clamped for being on private land.

Speak to the landlord. Ask the landlord to contact local law enforcement as ask them to cooperate with tennants. Then warn this fellow that if he continues to tresspass, the police will be notified.
If your landlord and law enforcement refuse to cooperate, you could frighten him with a gentle blanket party, perhaps some "harmless" vandalism like glass paint on his car. However, I suggest that you avoid starting an outright "war" in your neighborhood unless you LIKE living in a combat zone.

go to the apartments manager and have them take care of it. if all else fails call the law and have them make him learn to park at his own home. its better if you get the apartment manager to take care of it or to at least back you and the other tenants in this matter.

Go to your apartment manager and report the incidents to them and let them take care of it. Doing so will let them know what is going on and save you from any act of retaliation the offender may decide to do.
