well my friend i dont know from where u get that wrong information about USA
now the population of oriental people in Santiago is high around 30,000 or more, they are mix, parents dont speak good spanish but kids perfect spanish.
The oriental people most of them arrived around 1992 to Chile from Taiwan and Korea, a few Korean arrived from Argentina, for sure they dont have a good spanish but stablish a lot of stores in the center close to the train station.
I let you know that the oriental community in Chile is not like the other communities in southamerica, they dont have any chain or liason means they dont help each other.
In southamerica there is not minorities the only thing is that u have to learn a good spanish if not u can get a lot of problems anybody in southamerica dont care where are you from but if you talk u have to talk not in english u have to talk in good spanish remember, try to go to the class and get out the chinese accent when u talk in spanish like the pronunciation of the letter R
but the huge oriental poblation in southamerica is in Brazil and Peru, depend of your budget is more easy to get green card in Peru than in Chile, Chile and Peru have stronge relations with oriental people but take care about the inmigration law, u have to go to the Chilean consulate and ask about the inmigration is not easy in Chile,
this country has a stronge inmigration national law and almost does not have any drop of corruption.
there are racism but well included between the same Chile people the different is poor, medium class people and rich people but is everywhere in Southamerica, if u dont have money is impossible to live at least in Santiago.
if u want to live in a decent place the rent is around 600 a 700 dollars for month, depend of your budget, of course there is a cheap houses in Renca, El Bosque, Estación Central, Lo Espejo, San Ramón, Quinta Normal y La Cisterna most of the people are poor people but decent people most of them.

yes, it is safe but minorities tend to concentrate in certain neighbourhoods and yes, chileans are somewhat racist AND classist. i know coz im chilean.
dont get me wrong, its not like alabama or effing france where nazi sodomites harrass jews. its just that people can tell the difference between races and they dont consider its politically incorrect to tell that difference out loud. If ur black or brown, they'll call u '*****' at work, no offense meant -its just that u ARE black and thats ur main physical characteristic. if ur background is asian -no matter whether chinese, vietnamese, korean, whatever-, you will be called 'chino' (chinaman) no offense meant either.
of course, if ur arguing with somebody, theyll also call u effing *****, sodding indian, goddam arab and the like and that IS meant to offend.
so there. asians and arabs, even 2nd or 3rd generation chileans, still live in certain defined areas mostly -in santiago, the capital, that area is 'patronato' for koreans, which i believe is the largest asian community here, and they are largely retailers, textile and cheap stuff retailers in fact.
apart from that, the higher class u go, the more racist it gets against darker people -there are a couple of posh golf clubs where arabs are not allowed as members. cant tell the same for asians as, again, they tend to isolate from the rest.

Chokito is right on the money. By the way, there is a large population of Koreans in Chile, they sell clothes and they do well. I know nothing about Chinese people. I know Koreans do well. Like Chokito says they sell clothes in Patronato. A big clothes market (with tents and stores).

chokito is right, but i would like to add some information: in santiago most asians have their children in one of the best private school of the city ("nido de aguilas") and they represent about a 60 % .
But i must say they are "chinos" but in a good way.... i´m a "china"
