Yeah, but it will be hard. Kittens have a lot more independence of thinking than dogs do. I did have a chihuahua when I was a kid that thought he was a cat. And I have seen a Great Pyranees dog that was raised by sheep as a mother and thought it was a sheep.. even tried to eat grass now and then. But I don't think you could force this behaviour. It comes about when an infant animal becomes bonded to a different species at a very very young age. Oh, I also knew of a chicken that was raised by a duck for a mother and it would actually go in the pond. It didn't swim properly, but it could kinda paddle a bit.

I've always wanted to get a puppy and name it "kitty". It would confuse the heck outta people. Same principle, except it would be a kitten named "puppy" and everyone else would be confused, and that the kitten would just want to chase a string and not care about what you were saying.

Animals 'imprint' after birth, meaning they copy the individual they believe to be their parent. For you to convince your poor little kitty that he is a dog, you would have to act like a dog.
Not quite sure how a penguin goes about acting like a dog though...
