i like this girl and i dont know if she likes me,im always saying i love you to her and shes like i love you to but i dont think she means it,she thinks im a cute kid and stuff but she said not to ask her out,does she mean it?,beacause before we used to be like on the phone 24/7 and now we rarley talk but when we do we say lets hang out and we havnt yet

Yeah, it sounds like she really likes you as a friend only. Girls don't usually go around telling guys they like to not ask them out. I would do the kind of stuff you describe here if the guy was my friend, and i really liked him as a friend, but suspect he likes me in another way, to avoid the awkwardness of him actually asking me out and me having to explain i don't see him that way... Sorry!!
