You mean In Circuit Test? Not common terminology.

For what I do it would be a JTAG debugger, if the system was designed for it then it can probe the processor and ASICs and show you what is going on.

It really depends what you are doing, what sort of equipment you are trying to fix. If you were fixing radios then maybe you'd be better off with a scope.
