No, the fan wont make the temperature lower.
However, it can make the room more comfortable. Human thermal comfort depends on a handful of variables. Humidity, breeze, temperature, and shade etc. are all variables.
The moving air from a fan blows across the skin, causing moisture to evaporate. This evaporation makes you "feel" cooler.
In reality, the fan is only mixing around air that is a constant temperature. A thermometer will remain constant regardless if a fan is on or off. The motor of the fan is generating heat - so operating a fan actually makes the temperature of the room increase - although only a tiny fraction of a degree.

it will also keep pockets of different temperatures of air from forming, like near the ceiling and floor or around an oven
if the air is still and you're not moving around, then your own body heat will raise the temperature of the air around you, and a fan will help with that, too
there's also a switch on most ceiling fans that will change the direction the blades turn, they both circulate the air in the room effectively but one way blows the air straight down and creates a much stronger breeze, the other way pulls the air up so there isn't such a noticeable wind (thus it's less effective at cooling you off and better for use in winter or for people with alergies like me)

No, a ceiling fan will actually raise the temperature some. That's the heat of the motor, and frictional heat of the blades moving air. A fan will only cool your body if you perspire a little, or are wet. Study "latent heat of evaporation". It is the cooling of moisture by evaporation from your skin that makes you feel cooler. A fan can only cool a room if it is used to draw air from some place that is cooler than the air in the room, by displacement of the warmer air. And an evaporative cooler can, as it is a fan that moves air through a wet screen, and the air is cooled by evaporation of water on the screen. At least while the humidity remains low enough!

In a close system, a constant temperature say 80 degrees with out a cooling equipment will register a 80 degrees. When a fan is introduce, the air particle will change inside a close system. The walls of the system will dissipate heat. It would certainly change the room temperature. If you factor in different absorption of that room being considered then you can say that the room will change to lower temp. Example. Leave a hot coffee cup let a fan blow in and you will see a change in temp.

A ceiling fan balances the room temperature and provides a breeze to cool you. As far as cooling the room it may cool it in the winter but not the summer as heat rises. The room is actually cooler with the fan off but as I said the breeze cools you threw evaporation

No..its impossible...ceiling fan actually warms up the room...why u fell better under a fan is because air is circulated by the fan..air near you would have been saturated by sweat and the fan removes this air and brings fresher air closer to you and this absorbs more sweat and makes u feel comfortable..

Depends on how fast it spins and how big the room is. If it's placed correctly you should feel a breeze that should make you feel a bit more comfortable. it won't significally drop the temp but you will feel a slight difference unless it's like 120 degrees.

principle of ceiling fan is to increase velocity of air. in room ceiling fan moves air in house and cool air comes in if windows cross ventilation is there. cool air comes in and hot air goes out

It can, but it mostly circulates the air. I have a fan that sits on the ground, its portable and cools the room off alot better. Try one of the tower fans, they work alot better, but they are like $40 for a good one. Sooo worth it.
