these are older wooden windows and probably didn't slide very well when they were new.

The best way is to cut the paint
Then remove the window and sand off the paint.

Okay seriously.
1. FIND THE CRACK FOR THE WINDOWS. It's usually where the 2 panes meet in the middle and along the track.

2. GET A RAZOR BLADE and use it to cut the paint. all around the four sides of the window!

3. CLEAN THE TRACK. Yes, a touch of WD-40 will help oil the track. A touch, not a slap in the face worth.

4. Gently pry the windows open and apart. Be sure to clean up excess paint. The razor blade can also scrape the paint off the glass of the windows.

5. Don't cut yourself, and put the blade away when you are done, don't leave it on the windowsill!

Hammer and chisel, what a way to find out you suddenly need new windows...

Take a utility knife and carefully cut the paint to separate the wood sills from the window.

Then gently wiggle the window until it frees up then open the window firmly but gently...

Patience is the key.

once you have loosened the paint as suggested by the answers above, take a bar of soap and coat the grooves inside the window frame to make the window more moveable

Chisel and hammer. Just give it a light tap to break that paint.
