Embassies are always located in the capital of a nation, so the Embassy of Guatemala is in Washington, DC.

However, they are sometimes consulates for countries located in other cities, if there are enough natives of that country to warrant one. However, I doubt there are any consulates in NC. Usually they are in NYC or on the west coast.
