Good ol' elbow grease. Get a scraper and get to scraping. I don't think there are any chemicals known to man that will simply remove barnacles as if they were mildew growing in your shower tiles. If you can devise a product that will do that, I'm sure you will live the rest of your life in complete luxury.

Scrapper gets the job done.
But alot of times Ive used a garden hoe so I can reach down and get some off while the boat is in the water, and to get around more areas when the boat is hauled out of the water.

when I was a kids my Dad made us scrape them off with something like a paint remover/putty knife thing. Once they are gone you can buy special paint to put on the bottom so they don't return
