There are 3 orders of clergy: Bishops, Priests, & Deacons.
Cardinals can be any one of these, but are usually bishops.
The title 'Cardinal' just means they are the first in rank.
They are appointed to a titular church within Rome.
The Pope is appointed by the Cardinals who are eligible.
He in effect is the Bishop of Rome.

The Pope is the Bishop of Rome and is the head of the Roman Catholic Church. Then come the rest of the Bishops from all over of the world. Then priests, then deacons. Cardinals elect the Pope through the HOly Spirit. God bless.
