Talk to your parents about hair removal if it is really that bad. If they say no then wait till you are older. I am sure you are fine and looking to far into it. It comes with being the age 16.

The only way to completely stop hair from growing back on certain parts of your body is to get laser hair removal.
You would need to phone around to find local places that offer it, and it requires more than one visit.
If you don't want to do that, you could try buying some hair minimising lotion. A good one is by Johnston and Johnston, but I forget the name. It works by applying the creme on the day (after, but not directly) that you shave. It stops the hair growing back so quickly and coarsely. If you buy the Johnston and Johnston one, you might consider applying it at night before bed because it has a strong smell.

If there are only a few hairs right below your eyes, then I would just pluck them instead of shaving the whole area. I would check into a dermatologist to see about laser removal if they continue to come back.

It will not start growing darker and coarser. That is a myth.
