If you are friends already then you could go up behind her and either (lightly) poke her side or cover her eyes with your hands and say guess who then carry out a converstaion. If you dont know her go up to her and Introduce yourself after she says her name give her a really nice compliment. Good luck hun!!! : D

Lol Its quite simple really, all you have to do is ask her a question or something, you know pretend that your lost or something. Or you could simply talk to her normally about any interest or topic. Don'y worry, just be yourself! = ) Good Luck

In an apartment? Have some friends over for a movie/drinks. Knock on her door and casually mention that you've invited a few people in the apartment, and she is welcome to come over.

WELL.... DON'T BE CREEPY OR ANYTHING LIKE THAT. JUST SAY HELLO TO HER AND ASK HER HOW LONG SHE HAS BEEN THERE, ETC. COME ON, SHE IS JUST A GIRL. MOST PEOPLE ARE PRETTY APPROACHABLE. IF YOU ACT SHY AROUND HER SHE MAY JUST THINK YOU ARE A WEIRDO. BE NORMAL BE YOURSELF... UNLESS OF COURSE, YOU ARE A WIERDO, THEN BE SOMEONE ELSE.

Normally u say something like, Hi im new here, wanna try me out for the night (you may want to leave the whole "wanna try me out" thing though).
Anything can be an icebreaker as long as your confident when you say it :)
