EDIT: (Just re-read the question and the dates of death are off and it couldn't be him, sorry)

Since Hyman is a Jewish name I went to JewishGen.org and searched under England Burial Records: Brown

The site stated a Hyman Brown
Date of Death: 29-Oct-1919
Age: 44
Cemetary Name: Old Hebrew Congreagation burial ground City: Hull
Country: England
Plot: D5
Under comments it said: Transcription gives year as 1918
(not sure what that means though)

I'm not sure if this is who you are looking for but good luck.

I think you will have to search the GRO deaths index for all the possible years making a note of any names that seem to match. You could then contact http://www.gro.gov.uk/gro/content/ and request a copy of the certificate. It there are several possible entries you can ask them to do a double check, it costs about £3.00.

The GRO index can be accessed n major libraries, county records offices, LDS family history centres and online at Ancestry and Findmypast.

You have all the information you need to go to a city library and retrieve the record, then ask for a copy. If you would rather put in a search, you can ring the Family Records on 0870 2437788 UK only, they will retrieve the data for a small fee and send you a copy.
