What is a critical issue or problem faced by architects and/ or the field of architecture?

Balancing between art and function. A straight engineer with no eye for art will just design boxes with efficient light and ventilation systems for human occupation. An artist's concept building space will probably collapse with the first environmental stress. The architect somehow has to come up with something that people will celebrate as art and yet hold up to earthquakes, hurricanes, and terrorist attacks.
