Because they don't want you to take the pic to a dressmaker who can make the dress for a lot less that buying it from the designer.
Also the dress shop doesn't want you to take the picture of the dress around to shop for a cheaper dress from another provider. They get the dresses from the same place.
FYI, wedding dresses are a racket.

So that no one can steal the design and have it made by someone else.
I was once at a trunk show at a very exclusive bridal store, and they would not allow pictures *unless* you put down money on the dress. That way, you could have a picture to show fiancee/parents/friends, but were still under a financial obligation to the store.

They do not want you taking pictures in your dress unless you put a down payment on it.
However, there is ONE shop that I know of that DOES allow this, and I plan on getting my bridesmaids dresses AND possibly my wedding dress there.
I think that rule sucks BTW.

That's stupid. You REALLY should because some dresses might look nice in the mirror but horrible on camera and the pictures are what you keep forever. Wear your hair up if you are going to wear it up, partially up or down .... depending on how you are going to wear it for the wedding - trust me it helps

I have NEVER heard of that. Every place I have EVER gone to allows you to take pictures. If you are going to spend $1000 on a dress to wear once that can't be returned, you'd better bet I am taking pictures to look at later before I decide.

because they don't want you to take the picture to someone who can make it for cheaper or take the picture and shop around at other stores to find the same dress for cheaper

Because those shops don't want you going to other shops and asking if they have those dresses and comparing prices!

Probably so you cant copy them. Because then you might try to steal ideas and make your own cheaper. Otherwise, I dont know why they would do that.
