Well, the classic 'if it's too good to be true, it's false' works. You also want to look for the signs of:
1.Slowness-when a guy needs to make up a story or alter it, it will often take a couple seconds for him to think up of the story.(Warning-very good guys that lie can do this instantantly)
2.They look up and to the left
3.Story circles-he says one thing and then another..and then another
4.He often gives vague details.
5.He won't remember details.
And most guys lie to girls...all the time. It's what guys do.

He is always lying, when his intention are good, you need to know a person kinda good to know these things, when they are lying and when intention are real.

His intentions are good if what he is asking for brings you happiness and if it is what you want for yourself. If he is saying things to convince you to do what he wants to do, he is at least a manipulator and perhaps a liar.
