It many times is a simple wisecrack or statement by someone who either doesn't agree with or doesn't understand the other person's opinions/actions. However, some people live by this statement, meaning they don't particularly judge another person, so it is meant as a statement of goodwill towards others.

it's a positive pre-Christian Roman law. To each his own. What is Caesars give to Ceaser and to each his own. Its about recognizing individual credit for thought, opinion and property. Then came the christians, The empire fell, they outlawed collective joy and gave the one-god got credit for everything, and thereafter 'to each his own' speaks of guilt
