You are doing the right thing looking for a responsible breeder. The best thing to do is go to a dog show in your area. That way you can see the dogs, talk to breeders and other enthusiasts and find out about upcoming litters.
You can get a wealth of information by talking to people directly. Once you know what a well-bred Chihuahua is like (look for one from a line of sturdy, calm ones instead of the yappy, nervous types) then you can go online or look farther afield for one that suits you.
If you do not have one in your area, contact a local breed club and see about upcoming litters. It may seem like more work than taking the first cute dog that comes along but a well bred pup will save you tons of grief in vet bills, trainers, aggravation, etc.

In the New England area there are a few reputable breeders. You can get a contact list from the AKC.
The 'toy' Chihuahuas tend to have much more physical problems because of their downsized breeding. Heart irregularities, limping (bones and tendons not formed correctly) and if you breed a female, she'll probably need a C-section. That brings up the problems with using anesthesia on the little dogs. It's difficult to do. Many owners of tea-cup chihuahuas do not even get their dogs neutered or spade because of the dangers of general anesthesia. They keep their female toy-chis in the house and away from male dogs.
I have a regular size Chihuahua and she's heatlhy. She's a bit under 5 lbs and is realitively speaking ,quite small. I was able to spay her, though the Vet did tell me the high risks. (Any dog under 7 lbs. is at risk in general anesthesia [cats too]).
Best of luck to you, what ever kind of Chi you get. They're adorable and very loyal, loving 'one person' dogs. Oh, btw, it's best to keep kids away from them. Kids are a danger to tiny dogs [and cats].

You don't want a little one. Get a normal sized one. As cute as you think little ones are they are not as healthy as regular sized chis.
