I don't understand "If the parents are not." You can petition the state family courts to adopt the granddaughter. You should hire an attorney to help you with this. The issue is whether the parents will object to your adopting. It is normally difficult to sever parental rights, but it can be done under the right circumstances.

If the parents do not wish to sign off parental rights, you will have to go to a judge or at least a lawyer to find out if there is anyway, but if they are not willing to give up their rights you will have a long battle ahead. If you can get the court system to remove their parental rights, then you will be able to adopt her, but this will still take time.

you hire an attorney that will help you with the details. if the parents arent interested in taking care of their own child perhaps they wont fight your desire to adopt. good luck

please redo your question and put the details of how you have custody in the first place, and if it is legal guardianship or not...and what you mean about the parents...what state you are in too.
