Focusing on always trying to be happy is the wrong focus.
The true battle in life is being able to be content.
Edit: I have to add a comment for Quella Bella; contentment is not settling, it is appreciating what we have already instead of looking for some future thing or event to make us happy. To always be searching for the future to insure our happiness is nothing more than deferring appreciation that we could be enjoying right now. No one is ever 100% happy with everything in their life---that is impossible. We can, however, be content with where we are in life until the situation changes. This is not to abdicate the search for greater happiness; it is simply not deferring our appreciation.
If happiness were as simple as a choice we would never have unhappiness in our lives. The focus on contentment allows us flexibility to accomodate the fact that there are parts of our lives we may be unhappy with, but we can maintain contentment within ourselves.

No. Happiness is simply a mood whaich can change often. It is better to be joyful which is a state of mind.
James 1:2
My brethren, count it all joy when ye fall into divers temptations;
The best way to be joyful is to follow God's will. As long as you do that you can handle anything that comes your way because you know God is right there, behind you, beside you and in front of you.

I have more joy than I've ever known in my life, I am a born again Christian. But no, dear, constant happiness is not possible, not in this life. And that's okay. Ups and downs are fine, part of life. I always have the Lord, and one day I will be with Him forever.

In this world, you could have a polar disease that is stuck on the happy side! Unfortunately, things do not always go the way we like them..when we find we are in a sour mood, we can change it, though, and be happy.

Being happy is choice I have to make.
Contentment is settling.
EDIT: for Jack....I appreciate your edit. Contentment in the way you described it...YES. Contentment in the way it's used on an everyday basis as "it'll do" with something...no. So I will happily recant my statement about settling if you are using the word content in it's purest form.

Yes, have faith and trust God! Bad & sad things will happen, not everything will be perfect, but you can still be a happy person. (I've been through so much and I'm happier now than ever! God has blessed me more than I deserve.)

It really depends on what you call "happy".
Too often we practice not being happy because we aren't satisfied with what we have.

Always? Probably not, but we certainly can try. You have to know and like who you are first and foremost. If you are a believer, seek you strength in God and pray often.
