It means they are a pathological liar. The majority of people when they are talking to another person about something true, their eyes will wander to the right because they are using the right side of their brain to recall information. If a person is lying their eyes will shift to the left because they are creating or fabricating information. A person who is able to not flinch when lying probably believes their lies.

I know that guy!(lol) Seriously, liars are crafty people, and for some reason people think that if someone looks you straight in the eyes they are telling the truth. Well, good liars know this so they use it. Next time he tries the old tell a lie while looking in your eyes, you have yourself a nice little laugh, right in his face!

They're call liars. I had a friend that was like that. Everyone knows that he lies about every thing. No one say any thing because it fascinating how he embellish every story he tells.
