First select a site that is close to the raw material supplies (limestone and coal etc.). Then check whether the site is close to the major consumers (since transportation of cement is a big cost).
Check availability of electrical power. Get a Project Report prepared and approach the appropriate authorities for clearances, raw material mining clearances etc. and tie up with a banker for the finance, look for suppliers of major equipment....

Best solution is to look for a good consultant.

I agree with Swamy, and in addition to that you have to be aware that the cement industry is a very capital intensive one.

You need at least TWO HUNDRED MILLION DOLLARS just to start a new cement plant........just a small additional detail.
