Most dental insurers cover sedation (and general anesthetic) during a dental procedure. If you have dental insurance, and your dentist has scheduled you for a procedure, he/she or the office staff will know exactly what is covered by your insurance.

II had general anesthesia to have my wisdom teeth removed. The anesthesia was covered, but apparently during the procedure I awoke and had to be given more medication, which the insurer did not cover; the additional cost was $300.

No, your husband's insurance will not cover your previous hospital bill. You were not married or insured at the time of service so the bill will not be covered by insurance. Your bill can accrue interest due to non payment. You should try to work out a payment plan so that your credit is not damaged more than it already is.

No - your husband has 30 days from the date of your wedding to add you to his plan. Only claims that occur after you are enrolled in the plan will be covered by this insurance. Health insurance never goes retroactive. Sorry. Typically hospitals are very willing to work with you on a payment plan. Did you ask?

From my dental HMO experience in CA, it depends on the procedure. Insurers don’t pay for anesthesia for minor procedures. It’s included in the procedure code. If you need extra local anesthesia, your dentist absorbs the cost. I suppose he could charge you extra for it. If you need anesthesia that the dentist doesn’t store, you will most likely pay for it. If you’re a normal healthy adult & need anything other than local anesthesia for minor procedures, you’ll probably pay 100% of the cost of that anesthesia.
