im 24, just curious when you think i should be shirtless and where you would think, hey he looks cool.

Ok, when you are not in a "shirt required area" in the heat, then it's fine to go shirtless. Working-out, hanging around with friends are ok things to do shirtless. It makes more sense to be shirtless in warm weather, and the beach, pool, shower, around you house are most common places to be shirtless.
I drive home in the heat shirtless a lot.
