Start with a 2nd blank worksheet. If the orig sheet has titles across the top you can copy the and paste on the new sheet.
On the new sheet I'll assume you did paste title so in cell A1 type the following formula in A2:(if no title then in A1 as well as A1 in form.)

=CONCATENATE("''",A2,"''")
Note that I put two apostrophies between each set of quotes.
Highlight all the rows down that you need to cover from the orig sheet (use A1 or A2 depending on titles).
Click edit/fill down to give your result for col A.
While it is still highlighted you Highlight the rest of the cols needed to cover the used columns on the orig. sheet by scrolling down to the bottom of col A(here on new sheet) and grab the black square at the lower right of last cell then pull to the right for as many cols as you need.
You should now have a copy of the orig data in every cell surrounded by ''.

Type " " in one cell.

Click the green check mark to enter the information and remain in the same cell. (you could press Enter and the go back up to the cell too)

Copy the cell - CTRL + C

Highlight all the cells that you want to contain the same " ".

Paste the info - CTRL + V

Done.

Assumes no data is in the cells you paste to.
