Is it cheaper to turn on and off , when you needed.
or is it better to leave it on all the time?

50-50. some say to run all day and it uses less energy to cool the house down. I disagree. I do the other turn on when i am home and off when I go to work

Depending on where you live and what the climate is like during the time you are away, it could be either way. Personally I use a programmable thermostat set at 10 degrees lower than when I am present. Then at 30 minutes prior to my arrival home, the thermostat raises it up to my desired level. I have noticed quite a difference in my electric bill this way. You may want to purchase a programmable thermostat and try it for yourself or turn the thermostat on your ac up while you are away just to test this. It also depends on how comfortable you want your home or apartment when you arrive.
