I have some songs that are 128 kbit which is normal when i hear it on my laptop but when i put it on my phone and then plug it in the car it sounds so boring! Is thre any software that converts 128 kbit to something at least 400 kbit? Is there any site that has downloads 400 kbit?

You can't get more data from less data. Well, it might be able to be roughly extrapolated but won't sound nearly as good as having digitally recorded it at a higher sample rate to begin with and with a higher quality digital storage format (MP3 isn't the greatest for high-quality audio). From there you can downsample to whatever sample rate you actually need.

Playing songs through your phone on your car stereo might also be part of the problem. Low quality cables, connectors, and just the general junkiness of the audio output system on a cell phone are all going to be important factors. And most cell phones output analog - and your stereo probably takes digital input - so you have a digital to analog to digital again set of conversions. In other words, expect really awful sound. You might get better luck (maybe) with hooking up the laptop.

no you can not UPsample songs. you will not improve the mp3 becuase ther eis nothing for it to record at the higher bit rate.

its like coying VHS video to dvd and expecting it to look better then the tape did
