Spanish or English, it doesn't matter. You still have to wait until they're 18.

Really the more important thing is what is your major? The minor usually only supplements that, if at all. Most employers won't even look at a minor unless it directly relates to how it differentiates you from somebody else. For example, I had a major in Communications, with a minor in English. Because most communications jobs require a lot of writing, the English minor differentiated me from others who may have had a Comm. major. A spanish minor, with some level of fluency, may have allowed me to to translations for an ad agency, or pursue Public Relations with a firm with bilingual clients. Again, the minor itself wouldn't have allowed that...it was the major that counted.

As to teaching, generally you need a BA or MA in the subject matter to teach, so minors aren't important.

Also, as to profeciency, the minor doesn't mean you're proficient or fluent. Much like people who obtain an A in English class but still can't speak or write well, the few classes it takes to get a Spanish minor doesn't mean you'll be able to carry on a conversation fluently. Look to other language testing to determine if you're proficient or fluent in the language. A third-party test that says you are a strong spanish speaker will go much further with employers than a minor listed on your resume.
