Like, I just came back from vacation and I took some videos with my cell phone and the quality of the videos is crap. Is there a converter or something that will make my videos into better quality?

Just something you should have in mind for all digital media.
Once you get something in bad quality, you can never go back to what it was once.

If we talk about videos, we could describe quality in terms of, how similar is the result (digital file) to the original (real life).
With professional cameras you get something that is almost the same as what was seen with your own eyes.

In the case of your cell camera, I'd guess it's about 10% of what you were seeing, because that's how bad cell cameras are.

Now, there is nothing in this world that can make you take that "bad looking video" and get it in better quality. Nothing. It's just not technically possible.

The less quality, the less details that are stored, so, as you can guess, those "missing" details can't be gotten back, ever.

There are some tricks out there, for example interpolation techniques in images for size increase, which I guess could be applied to videos as well; and several other things to basically "trick" the viewer, but this doesn't mean getting better quality at all or anything, just deceiving the eye a bit.

Cell phone videos are notoriously low quality. You cannot make them look better than their current quality. There are a few things you can do to make the most of what you have. For instance, here is a tutorial on how to fame a low-resolution video (like the one on your phone) to play with best possible quality on a DVD:

There are many software packages that provide essential enhancement functions. SATURATION and EXPOSURE are just a few parameters you can use to get the most pleasing images. The use of Cell phones is not recommended. Ugg!!! Try to get a regular camcorder!!

wow cell phone are you kiddin me i hate camering with them they suck ***! by a sony camcorder and thats all i have to say.
