Kanchipuram is the best. This city is in the centre of the earth thus gaining importance in Scriptures. The exquisite beauty of this city has attracted lot of people in the world history like gautham buddha, huen tsang, chaitanya mahaprabhu etc; This city is the best in cleanliness with a lot of trees around. This city is near by chennai thus making it the best place. This city is rich in culture and history. The more we learn about this city the more we get engrossed in it. This city is full of temples. Thus has a spiritual importance. Unlike most other holy cities this city is connected to all major cities through both rail and road.
To stress the importance of this city in a simple sentence would be ignorance. as, this city is 4500 years old. Thus, a sacred place for all religions

London! Even though it is the among the most populated in the world ( 16 million on weekends and 20 million on weekdays) it is clean, use of CNG is promoted, there are recycling measures and there is much greenery for such a huge bustling and busy city!

CHENNAI is the best in my opinion.As a Chennai,I have experienced the bliss of walking in the shores of the marina beach to offering my prayers at the parthasarathy temple.Chennai is a metropolitan city of INDIA.So it is some place of great importance.For history you have Dakshin Chitra,For architecture you have the fort ,St.George.For shopping you have the famous hang-out,Citi-Centre,and so on........What not??Chennai is also a clean city.It is known for its hospitality.Last but not the least CHENNAI RULE ZZZ AND ROCKS!!!!!!!!!!

I have not been to Ireland ,but I have heard that their cities : Dublin and Belfast have wide Roads,good Civic Amenities,less population , have many places for sight seeing and are green too.
I stayed in Aldershot and Camberley in England and they were good too .
But best : I can only guess !!!
