You'll have to expand on the 'normal food' part of your question, whats normal to you?
I loved Belgium, Bruge is beautiful, the beer is fantastic, so are the chocolates. And as for speaking English, I discovered most of them switch from French, to English to Flanders in the drop of a hat, they put us to shame.

Bruges is great, but very touristy and so not all the restaurants are that great. Here are some recommendations collected by a local person I know there.
Hotel Erasmus, Wollestraat 35 - a bit upmarket, but very good.

My other half is English and he loves 'Frieten met stoofvlees'. You can get them on the Market Square in the green painted chip shop wagons in front of the Halletoren.
If you want it on the cheap buy 'Frieten met stoofvleessaus' They have no real meat in them.
If you are looking at the tower the one on the left hand side has better fare than the one on the right hand side.
As for restaurants ... no idea. Bruges is originally my hometown but I've never been a restaurant type. I would imagine the town centre will be well-overpriced and aimed at the tourist market mainly. If you can find a restaurant down-to-earth enough to sell 'Frieten met stoofvlees' I'd say go for it!
And a tip on the mayonaise ... they will serve it seperate if you ask ... even in the chip shop wagon ;-)

I have been yesterday in Bruges
it was fantastic
So the answer is YES, they speak English,
The Belgian normal food would be the mussels with French fries , or u can try the traditional Waterzoi (a kind of chicken stew) or the steaks with different sauces like Bernaise, Poivre (pepper) etc
Don't forget to taste those delicious beers and the chocolates (u'll find "chocolatrie"s at every step)

I think they do but not sur, im french and they are french speaker there.
They are very nice and you should visit the Brugges market
You can eat a french breakfast here with excelent croissants.
I often go there cause its at 2 3 hours from paris by car (depend of the time)

The Marilyn Monroe restaurant "'t Zand plein( sand square) yes those 2 very nice man speak very well English and not expensive prices and very good menu!
